Town of Charlotte Court House - Committee Information (Approved 10/20/2025)
Authority
The below standing committees research and formulate proposals and recommendations for Town Council (Council) consideration and action. Committee responsibilities and authority are authorized by Town Council. In general, final authorization and implementation requires Council discussion and approval. Committee membership and chairs are determined by Council every four years at the beginning of Council terms. The Mayor may appoint special committees as needed. To retain ability under FOIA for two council members to talk without being classified as a meeting of a public body, each committee will have a minimum of four members.
Meeting Frequency
Committees can meet as often or seldom as the chair and committee members determine appropriate.
Duties and Responsibilities
The basic scope for each standing committee is described below. There may be overlaps on responsibilities between committees. Council may assign additional focus areas to a committee.
Events
Organize, plan, and prepare for events that the Town can either host or support (e.g., Halloween pumpkins, annual Christmas tree lighting, and communications with citizens (e.g., Town website, face book, and notices in water bill and emails),
Finance (composed of all members of Council)
Financial matters including tax billing and collection (real estate, personal property, meals, cigarette, business license), delinquent taxes, personal property tax relief, budget preparation and execution, appropriations, annual audit, bimonthly bill payment, procurement policies, SMS accounting system, payroll including federal and state tax and related reporting, records management, FOIA and COIA compliance, insurance, IT, cyber security, records backup, monthly meeting packages and minutes, investments and cash management, borrowing and debt servicing, forms and documenting office procedures, and internal controls.
Personnel
Matters relating to personnel policies and practices including town manager and other employee search, compensation and benefits, employee relations, staffing and organizational structure, training, town manager annual evaluation, and disciplinary actions.
Town Hall (prior name Buildings and Grounds)
Activities associated with the operation, maintenance, enhancement, safety, and security of Town Hall building and grounds including furnishings and equipment, playground maintenance, rental, and other use of space, building renovation and repairs, and grounds beautification.
Streets
Mowing, leaf and trash pickup, street lights, sidewalk extensions, and nuisance ordinance.
Water
Repair and maintenance, operation, and enhancement of the Town water system including contracting for water operator, tank and well maintenance, water connection rates and fees, cutoff policy for non-payment, records of system maintenance, grant applications, water quality, and compliance with VDH requirements, Arcadia generator, cross connection control ordinance, and Town truck.
